David Strutton, PhD, to Join Tufts-CEVR as Senior Fellow

Boston, MA – July 29, 2025 – The Center for the Evaluation of Value and Risk in Health (CEVR), part of the Institute for Clinical Research and Health Policy Studies at Tufts Medical Center, is pleased to announce the appointment of David Strutton, PhD, as Senior Fellow. Dr. Strutton, a distinguished leader in healthcare policy, biopharmaceuticals, and health economics, will join CEVR to work with the team on research and policy related to healthcare technology assessment (HTA), real-world evidence (RWE), and reimbursement and coverage issues.

With over 30 years of leadership experience in the life sciences and biopharma sectors, including senior roles at Merck and Pfizer, Dr. Strutton brings extensive expertise in global healthcare policies issues. His work has focused on advancing access to innovative medicines and vaccines, building cross-industry collaborations, and leveraging evidence to inform policy decisions worldwide.

In his role at CEVR, Dr. Strutton will continue his work at the forefront of global healthcare innovation, helping to bridge the gap between academic research, industry practice, and policy development to ensure that innovative healthcare solutions reach the patients who need them most

During his time as Vice President at Merck, Dr. Strutton played a pivotal role in establishing the company's Center for Observational and Real-World Evidence (CORE) and spearheading integrated evidence strategies to support global access to Merck’s innovations. While at Pfizer, he worked to advance global access to vaccines, through work with national immunization technical advisory groups, including the CDC’s Advisory Committee on Immunization Practice (ACIP).

Dr. Strutton holds a PhD in Health Economics from The Johns Hopkins University Bloomberg School of Public Health, where he also served as an adjunct faculty member for nearly two decades. He also earned an MPH from The George Washington University and a BA in Economics from the University of Rochester. Dr. Strutton has served on multiple advisory boards and research committees, including those for the Institute for Clinical and Economic Review (ICER) and the National Pharmaceutical Council.
