Bill Padula, PhD, is Associate Professor of Pharmaceutical and Health Economics at the University of Southern California Mann School of Pharmacy and Pharmaceutical Sciences and Senior Scholar at the USC Schaeffer Center for Health Policy & Economics. His research focuses on health economics, pharmaceutical pricing and policy, cost-effectiveness analysis, and methodological innovation in health technology assessment. He currently serves as an Associate Editor of Value in Health, is on the ISPOR Board of Directors, and has received ISPOR’s 2021 Bernie J. O’Brien New Investigator Award, 2024 Excellence in HEOR-Methodology Award, and 2019 Excellence in HEOR-Application Award.
Public investment through the National Institutes of Health plays an important role in early-stage pharmaceutical research, raising questions about whether taxpayers should receive a direct financial return through lower prescription drug prices. This seminar will examine the economic and policy arguments for linking public research funding to downstream pharmaceutical pricing, including the implications for innovation incentives, access, and the distribution of benefits from publicly funded research. The discussion will also consider emerging approaches to pharmaceutical value assessment, including Generalized Dynamic Prevalence (GeDP), a framework for incorporating changes in disease prevalence and population dynamics into economic evaluation.
