“Advancing the Definition and Reporting of Digital Health Interventions: From PICOTS-ComTeC to CHEERS-DHI”

Carl Asche, PhD, MSc is a Research Professor in the Department of Pharmacotherapy at the University of Utah Health College of Pharmacy and Executive Director of its Pharmacotherapy Outcomes Research Center. He also directs the department’s Post-Doctoral Fellowship Program and holds appointments with the Veterans Affairs Salt Lake City Healthcare System and the Huntsman Cancer Institute. His research focuses on comparative effectiveness and cost-effectiveness in healthcare decision-making. Dr. Asche has authored over 150 peer-reviewed publications and serves on numerous national and international health economics boards, editorial groups, and advisory committees. Federal agencies and industry sponsors support his research. He holds a PhD in Economics from the University of Surrey, an MSc in Health Economics from the University of York, and an MBA from City University of Seattle.

"Advancing the Definition and Reporting of Digital Health Interventions: From PICOTS-ComTeC to CHEERS-DHI" outlines the development and application of the PICOTS-ComTeC framework—a comprehensive tool for defining patient-facing digital health interventions (DHIs) that adapts traditional PICOTS domains for use with DHIs and adds digital health-specific Communication, Technology, and Context domains. PICOTS-ComTeC was developed through a scoping review of digital health definitions and a Delphi study. This framework has been applied to mobile apps in breast cancer postoperative care to identify appropriate comparators and assess app functionality. This presentation will also introduce the CHEERS-DHI project, which aims to develop new health economic evaluation reporting guidelines specific to DHIs by extending existing CHEERS standards to capture better the unique challenges and components of digital health technologies. Overall, this presentation will emphasize the need for standardized definitions and reporting practices to improve research quality, comparability, and policy decision-making in the evolving digital health landscape.
